In 1967, Kotaku convinced the City Council of Fudai, Japan to build a 51-foot Seawall with a Flood Gate. It took almost 12 years to build at a cost of 30 million dollars in today’s money. Most were skeptical of his project. On March 11, 2011 when the Tsunami hit, only one person in the town of 3,000 people lost his life – and he was on the other side of the wall looking after his ship.
